Take a medium-large bowl, add the cocoa powder with the flour, sugar, and milk. Whisk them until well combined.
Take a saucepan and heat it over medium flame.
Now pour the mixture from the mixing bowl to the saucepan and start stirring.
Frequently stirring over medium heat for 10 to 12 minutes or until it has thickened.
Remove the gravy pan from the heat or turn off the flame. Add the vanilla extract and the butter; Stir until the butter is completely melted and the mixture is well blended.
Take some hot cookies on a plate. Pour the chocolate gravy over the cookies. Let them cool a little then serve.
